The article examines the planning of a pre-trial investigation as a multi-component intellectual and tactical activity which is of particular relevance in the context of counteraction. The purpose of the study is to find out the peculiarities of planning criminal investigation in the presence of destructive influence by the persons involved in the proceedings or other interested parties. It is established that in such circumstances, planning performs not only organizational and coordinating, but also prognostic, adaptive and other functions. The author emphasizes the need to include in the plan alternative options aimed at neutralizing the impact on the sources of evidence, preventing falsifications, pressure on the participants to the proceedings and other forms of obstruction. It is proposed to consider counteraction as a source of analytical information for building investigative versions and forecasting the development of the situation. It is substantiated that effective planning in the context of counteraction ensures the stability of the investigation to external interference, contributes to the achievement of the goal of criminal proceedings and requires further comprehensive methodological elaboration within the framework of forensic science.
